A Filipino dentist with a surgery in London's high-end medical district of Harley Street is being sued by former clients over failed work permit/visa applications.

Dr Ressie Reyes Macaraeg who operates out of Harley Street, W1 as Ocean Implants & Cosmetic Dentistry as well as Ocean Care Recruitment, is being taken to court by at least 3 Filipinos who were promised work permits and visas.

Applicants paid £4,000GBP each for Dr Macaraeg to process their papers. However, they received nothing in return as the promised Cerificates of Sponsorship (COS) were not submitted.

There was also a dispute over the timeline of submission of passports/documents and their return by the Home Office/UKBA. When applicants queried the UKBA, the applicants were told the rejected applications were returned to Dr Macareag within 2 months. Dr Macareag informed the clients that these were not returned until several months later. The inset below from one of the claims explains:

These clients have now become out of time, with their original visas lapsing, technically making them illegal immigrants in the UK.

A COS is needed for Work Permit applications, which are then needed to apply for a visa to either enter or remain in the UK. It would be ludicrous under normal circumstances to ever apply for a visa without having the necessary Work Permit/COS in place.

In an interview with Dr Macareag, she told Balita Pinoy she was both a dentist and a recruiter, and had been at the premises in Harley Street since 2006.

She conceded she owed the money claimed, but disputed she was at fault.

She added that she was, through her solicitor, to arrange with the court repayment of the monies owed, and that she would provide copies of the letters of submission to the UKBA to Balita Pinoy. This she has not done. Her solicitor has not been in contact and Mrs Macaraeg declined to give contact details for her solicitor.

It is also learned that she has now submitted to the court that she intends to defend the claims.

She also told Balita Pinoy that she is not an immigration advisor, although she concedes she submitted applications on behalf of clients to the UKBA for visas. A search of the records of the Office of the Immigration Services Commissioner (OISC) shows no record of either Dr Macaraeg or either of her companies registered with them, which is a requirement under UK law unless the adviser is also a lawyer.

Harley Street and neighboring Wimpole Street have long been the center of medical and dental specialists in the UK. Many clinics and specialists operate here, virtually all in the private sector, and clients/patients have to be either wealthy or have extensive private insurance to be treated.

I knew this person years ago. She is nothing but trouble. She is a con artist and good at that.

I have my work permit,she help me.I will forever grateful for all her effort.While waitin for my work permit she help me to pay my accomodation and she give money for my food.I patiently wait because I know in my heart no body can help me except her.It takes me 6 months to wait,my barkada advice me to widthraw but I just realised nothing will happen to me if I go back to Phil. i am one of the applicants and still waiting... i knew her when i applied and now that i dont have a job for the moment, shes the one proving for my food and allowance, shes helping me while waiting for my visa.And she update me for my application.i put all my trust to her kasi w0rk visa ang gusto ko at hindi ano pa.tiyaga lang talaga and prayers.

Isa rin akong nabigyan nang working visa Sana nag bigay kami nang ADVICE bago kayo nang complain para hindi na umaabot sa ganito. They were all posted at around the same time with only a few minutes in between. Unfortunately, Chessington has worked out what we were quietly watching, that all of the positive comments were linked. @ Balilta Pinoy Editorial Thank you for confirming my suspicions that some of the positive comments from this thread came from one IP address, most probably same person and most probably from Ressie Macaraeg herself. I don't know how she can call herself a dentist when I know of a patient she attended to once. The patient complained that she (Ressie) extracted 4 (yes, 4) permanent teeth in one sitting in one day!! The patient was in agony for weeks. Apparently, Ressie assured the patient that everything will be alright. I think Ressie should be further investigated as her true qualifications. I know she came from the Philippines as a Dentistry graduate but as far as I know whe was underboard or failed the board and worked as a dental nurse for a few years here in the UK. Her dentistry qualifications were never fully accredited by the UK. How she managed to block this information from the authorities as to qualify to the higher echelons of dental practice in the UK defies belief.

@chessington, it seems you know ressie really well, medyo alam mo na konti ang background nya, ang masasabi ko lang ay di talaga mkatarungan ang ginawa nya, kawawa naman mga kabayan natin na mangarap mkarating sa ibang bansa tapos pa maloko pa ng kapwa natin filipino. I would just like to know as in the article above, there were only 3 people who sued her. I think you should let the public know how many of you who have been defrauded by her so that the public can gauge how serious her panloloko to our kababayan had been. Yes I was one who them, who was being deceived by Ocean Care Recruitment Agency. Because of that agency my life now is on mess. lahat ng ngtrabaho sa ocean care dapat ding idamay. kung makapagdeny aba to the highest level ang mga kasinungalingan. ni minsan walang update about the aplication at hindi sila tumatawag kundi ikaw talaga ang msimong tatawag tapos ang sasabihin lang sayo maghintay lang ng maghintay. asensado kay yan si love calamba and glory mae, nggygym pa yan sila ha na si ressie ang nagbabayad, palaging kumakain sa labas, mga regalong designer brands. c love calamba nga may business na daw sa pilipinas, o ha di ba bonggang bongga. hindi lang c ressie ang may maraming business pati mga alalay niya.

I am a victim too. i just feel stupid for trusting her. i should have known she's not qualified to do the job by the way she speaks. she's not even updated with immigration matters. desperate enough, i took the risk. thinking as long as she has connection with employers, who can give COS, it will be fine. but it turned out she's not even connected to any employers. she doesn't have a solicitor which each applicants is paying. RESSIE is claiming that ocean care is connected with a big law firm here in the UK. but when we called that law firm, they checked their system if there is any record under the name of RESSIE or Ocare but there is none. they double checked it and confirmed to us that they are not in any way connected to RESSIE/Ocare. i think applicants should also check the documents being issued by Ocare. because i have an experience which they gave me an edited document from the home office. that's how far they've gone. who do they think they are? do they think they can just get away with this just like that? i believe i can start all over again after what they did. but for them, i doubt. other staffs involved: LOVE CALAMBA, GLORY MAE ABARRITA (expired visa), GLADYS CANAL, MELANIE (Expired visa)

i really thank God kasi nalaman ko agad ang kabaliwan ng mga taga OCEAN CARE RECRUITMENT kuno bago pa mahuli ang lahat. I personally met this Ressie. I was with one of her victims when i met her, we went to her fake clinic to try to take back the money and the documents. It took us 3 days to finally got the documents but, we didn't get the money back unfortunately. I know what happened to this poor people who entrusted their documents and gave their hard earned money to these group of people. I remember I was eavesdropping their phone conversation and I would hear cries all the time. I just hope these people can move on and forget this nightmare that happened to them.
